The phrase “released inmate” must therefore stay tied to a custodian and event. A person released from the county jail to KDOC is a county release and a state admission. A person released from prison to postrelease supervision is no longer incarcerated in that prison, but the state sentence has not reached final discharge.

KDOC’s exact public field label is “anticipated guidelines release date.” It is prospective, not proof of departure. A parole office or community movement can show release from prison into supervision. Sentence discharge or maximum sentence date is the stronger endpoint for the displayed state obligation.
